Pendidikan Karakter dalam Pendidikan Kewarganegaraan: Sebuah Systematic Literature Review

Penelitian ini bertujuan mengidentifikasi tema-tema penelitian, pola metodologi, kesenjangan literatur, dan arah penelitian yang diperlukan terkait pendidikan karakter dalam pendidikan kewarganegaraan berdasarkan literatur Scopus periode 2021-2026. Metode yang digunakan adalah Systematic Literature Review (SLR) mengikuti protokol PRISMA 2020. Pencarian pada basis data Scopus menghasilkan 102 artikel awal yang kemudian disaring melalui tahapan screening judul, screening abstrak, quality assessment, dan Re-screening relevansi sehingga diperoleh 60 artikel final. Analisis menggunakan thematic synthesis menghasilkan tujuh tema utama, yaitu: ketegangan dan kompatibilitas antara character education dan citizenship education, model dan strategi pembelajaran berbasis nilai, civic disposition dan civic competence sebagai outcome karakter kewarganegaraan, Global Citizenship education, analisis kurikulum dan kebijakan, pendekatan filosofis, serta kritik terhadap praktik character education. Penelitian didominasi metode konseptual-normatif (33,3%) dan kualitatif (25%), dengan Indonesia sebagai negara yang paling banyak diteliti secara empiris (21,7%). Konsensus konseptual tentang perlunya integrasi pendidikan karakter dan pendidikan kewarganegaraan sudah cukup kuat, namun bukti empiris efektivitasnya masih terbatas dan belum konsisten. Temuan ini mengindikasikan bahwa guru Pendidikan Pancasila dan Kewarganegaraan perlu penguatan kompetensi pedagogis berbasis nilai, sistem asesmen perlu direformasi agar tidak hanya mengukur aspek kognitif, dan penelitian empiris longitudinal pada jenjang pendidikan vokasi mendesak untuk dilakukan.
